Mr. Fitzpatrick took his success and customer service skills from the restaurant management industry and transferred them into the paving industry to help grow United Paving Co. into “One of the Nation’s Top Contractors”. In his 23 years with United Paving Co., Steve has directed the unparalleled sales and project management success of our team. He leads continuous development of our company to ensure value for our clientele and keeps us on a path of responsible growth.

David Roman
Chief Superintendent - Field Operations

Mr. Roman has 30 years of paving industry experience. He climbed the ropes from the ground up and has served as our Chief Superintendent for the last 19 years. David oversees our Production Department, including all field crews, equipment and paving operations to ensure our projects are completed in a timely, quality and safe manner. He works around the clock at times to get projects completed according to the clients’ most stringent requests.

Ms. Green began with our company 18 years ago with her Bachelor’s Degree from Cal State Fullerton. Starting at the front desk then becoming an Executive Assistant, she exhibited the exceptional performance in financial and contract management to earn the position of Accounting and Insurance Manager. Laura oversees our administrative staff that carries out vital duties to these departments and is diligent in ensuring our continued stability.

As a third generation paver with over 41 years in the industry, Mr. Wiley has the experience and insight critical to our company’s success. We are fortunate to have him as one of our founding members these past 26 years. Along with getting permits, running projects and helping our team resolve any project-related issues, Mark supports our Safety Program to ensure workplace safety for all employees. His attention to detail and thoughtfulness are unmatched.

Tim McLean
Director of New Construction / Estimating

Tim McLean
Director of New Construction / Estimating
Mr. McLean has 38 years of paving experience. He began as a dispatcher in 1988, became a field foreman, and has been a project manager for the last 28 years. Tim has led the vast growth of our new construction department since he joined us 15 years ago. While overseeing a team of estimators, he also runs his own projects to ensure they meet budgets, deadlines and spec. He is skilled at meeting inspectors’ and clients’ strict requirements, and thinks quickly on his feet to resolve unexpected challenges.

Mr. Homza has 41 years of paving experience and has worked as an operator, foreman, superintendent, project manager/estimator, and owner. With 11 years on our team, he is our New Construction Superintendent overseeing all grading and paving projects to ensure their successful completion. He is a wealth of knowledge and is passionate about training and educating our crews. His portfolio includes projects for CalTrans, Army Corp. of Engineers, FAA, Homeland Security, and public works for virtually every county in Southern California.

Ms. Oropeza is a Human Resources Coordinator who brings sunshine and directness to her role. Her enthusiasm is contagious and her passion for ensuring employee preparedness, satisfaction and growth is admirable. During her 5 years on the team, she has developed and implemented processes that keep our company compliant, safe and thriving.

Mr. Lara, our lead Safety Coordinator, has OSHA 30 certification in construction and over a decade of experience in workplace safety. He began his safety career in 2016 at Ross Distribution Center, where he ensured OSHA compliance, conducted safety audits, and led new hire orientations. In his current role, Mario oversees job site safety protocols, leads weekly tailgate meetings, facilitates safety orientations, and conducts monthly safety trainings. Known for his proactive and detail-oriented approach, he focuses on prevention, clear communication, and building strong safety cultures across crews.

With a calm demeaner and a can-do attitude, he is passionate about getting the job done right to ensure safety and success.
